Responsibilities: Ensure eligibility and enrollment process in the ECDS programs is in accordance with agency, local, state and federal regulations. Ensure ECDS program and fiscal practices meet contractual requirements.
Schedule and conduct announced and un-announced program audits to ensure compliance with eligibility and enrollment procedures for childcare, Head Start, Early Head Start and Pre-K. Ensures problems/issues found during program audits are addressed and resolved in a timely manner. Prepare reports of findings and communicate directly to director ECDS.
Provide orientation, training and support in implementing the different ECDS program options and requirements. Work with program and fiscal office staff to ensure reports are timely and accurate to maximize program reimbursement from funders.
Assist Director, ECDS in the development and establishment of record keeping and client data systems. Maintain up to date knowledge of systems required by our funders for multiple reporting requirements, including but not limited to COPA, CCMIS, PRISM, PIR, etc…
Manages all grants and funding applications and contracts for different funding sources. Develop and maintain good working relationships with staff members from Action for Children and Chicago Department of Children and Youth Services. Serves as primary contact from program to resolve children and family eligibility issues with external agencies.
Compile weekly and monthly program enrollment reports from all sites. Provide reports to director ECDS indicating trends and changes in enrollment.
Review quarterly the children enrollment records for accuracy, completion and current status at all sites and recommend actions to the site director and social service staff. Maintain current knowledge of eligibility and program requirements that affect service delivery.
Assist site directors in the planning and implementation of their site budgets. Monitor program budget reports and provide timely feedback to program director and site directors. Provide or arrange for fiscal training for site directors as needed.
Assist in agency fundraising, donor relations, special events and public relations activities in coordination with the agency’s development office. Maintain effective working relationships with all funding partners and licensing agencies.
Assists Program Director, ECDS in the ongoing process of assuring the highest quality programming and best practices as well as NAEYC Accreditation and re-accreditation process at all sites.
Works closely with Site Directors to ensure that the fiscal standards of the program are being implemented according to NAEYC standards.

Additional Qualifications:
Three years of direct administrative experience in Head Start and governmentally funded child care programs preferred. Computer literate and knowledge of database and accounting programs. Accuracy and attention to detail. Excellent verbal and written communication skills. Ability to effectively communicate with people of diverse socio and educational backgrounds. Bi-lingual, in English and Spanish is desirable.
